At the moment, it is very, very early to talk about the new summit of the Norman Four (Russia, Germany, France and Ukraine). This was announced to reporters on July 4 by the deputy head of the presidential administration Dmitry Kozak following negotiations of political advisers in the Norman format in Berlin. There was no talk of a ministerial meeting. There were attempts to determine specific dates of the Norman format, but it is very, very early to talk about this, Kozak said. He also noted that before a new such meeting, a huge amount of work should be carried out primarily by the Ukrainian side regarding the decisions that were made at the Norman Four summit on December 9, 2019. This, first of all, is the entire set of legal aspects of a political peaceful settlement of the conflict, said the deputy head of the presidential administration. He also pointed out that the latter needs dozens of laws that need to be drafted, coordinated with the Donbass and passed through the Ukrainian parliament, which is not easy. To say that there is a breakthrough, I do not dare, Kozak emphasized. Note, as reported by the news agency, on June 15, the plenipotentiary representative of the Russian Federation in the contact group to resolve the situation in eastern Ukraine, Boris Gryzlov, said that the Ukrainian delegation in the contact group said that it was not bound by any obligations that relate to the Minsk agreements.
